REGISTRY DEPARTMENT 

POST: DIRECTOR – PERFORMANCE CONTRACTING AND COMPLIANCE (1 POST) 

This is a senior position in the University. The Director – Performance Contracting and Compliance reports directly to the University Registrar. 

MAIN PURPOSE OF THE JOB

The directorate is responsible for overseeing the commitment of University Management in setting comprehensive performance targets and ensuring their achievements, cascading the University Annual Plan to all departments and employees for the purpose of integration and coordinates implementation of the Strategic Plan and Annual Plan. The directorate will be also responsible for monitoring and evaluation of university targets and compiling quarterly and annual appraisal reports to assess performance progress.  

 QUALIFICATIONS AND EXPERIENCE

  • A First Degree in Human Resource Management or Social Sciences.
  • A Master’s degree in Human Resources Management or Social Sciences is a MUST.
  • Applicants should have worked in a university setup for at least 5 years in a senior management position, carrying out performance contracting and compliance duties. 
  • Exposure to driving the process of performance contracting and compliance in the University

DUTIES AND RESPONSIBILITIES

  • Responsible for providing support and coordination of the performance contracting process.
  • Setting objectives for the University, departments and individuals.
  • Handling the performance contracting cycle process from start to end and monitoring timely and accurate completion of the appraisals (e.g. forms and templates, communications).
  • Providing measurement standards, targets and key performance indicators (KPIs) to the management team with respect to the performance contracting process, including both informal performance appraisals.
  • Compile the Vice Chancellor and board chairperson performance contract documents. 
  • Developing and updating the annual appraisal process and guidelines and coordinating the appraisal process across functions and campuses.
  • Conducting performance appraisals for staff members and writing University performance contract evidence-based report on a quarterly basis.
  • Ensuring that individuals, units, departments and Faculties comply with performance standards and targets as set by the university including adherence to Standard Operating Procedures (SOPs)
  • Reviewing, monitoring and analyzing performance results University system-wide and reporting them accordingly.
  • Contributing expertise to the development and delivery of performance contracting training manuals, policies and procedures.
  • Researching, planning, organizing and conducting performance contracting programs and seminars for staff.
  • Writing materials for performance contracting programs; reviewing, evaluating, and modifying existing and proposed programs; recommending appropriate changes.
  • Keeping abreast of developments in the University by monitoring programs and identifying areas for improvement; by observing and implementing University and system-wide policies and procedures.
  • Monitoring performance against set standards, doing root cause analysis, and providing feedback to management on a periodic basis for any corrective actions
  • Responsible for developing and finalizing the University’s Annual Plan documents on a yearly basis. 
  • Submission of the performance contract as requested by the parent Ministry.
  •  Contributing to the development of the departmental budget.
